MONROVIA – Madam Davidetta Browne- Lansanah, Chairperson of the National Elections Commission(NEC), has maintained that elections are the foundation for stability in any country around the globe.

I congratulate the international community as well as its partners for their role in peace and security. I also assured the international communion that integrity will be the hallmark of NEC to help build confidence in the Commission.

She retreated the National Elections Commission’s plans to use the Biometric Voter Registration in the 2023 general and presidential elections following two years of engagements with partners, stakeholders, civil society organizations, members of the legislature and individuals, among others.

The UN, Ambassadorial Missions (including the United States of America), Sweden, Germany, Great Britain, and the ECOWAS Commission comprised the joint delegation of international community. Other Ambassadorial missions included those from Nigeria and Sierra Leone. The meeting was also attended by the Ambassador to Lebanon and the Country Manager of the African Development Bank (ACDB).

A biometric voter registration program is scheduled to begin on December 15, 2022 and end on March 17, 2023.

According to the announcement, the process will be conducted in three phases. During each phase, the region’s registration center will be open for three weeks.

Before they begin, NEC will develop custom registration software, set-up servers, train staff from technology vendors, and take possession imported biometric equipment.

The Commission has budgeted for US$61 million for Liberia’s 2023 elections.

The Biometric is changing from optical marking recognition for secure voter registration, to fingerprint biometrics.

For a biometric voter registry, portable tablets equipped with fingerprint scanners can be used to capture thumbprints.

The biometrics can also be used to prevent duplicates and impersonation.

Facial images will also collected. The NEC will try to reduce the volume in error voter data.

After deduplication, biometric voter identification cards will be issued by registration centers.
