Over 30 African senior officers graduate from top police college

It was a colourful ceremony at Musanze’s National Police College in Musanze District. On Thursday, July 14, 34 senior officers from eight African nations completed a one-year Police Senior Command and Staff course.

The graduation ceremony of the 10th intake was attended by senior law enforcement officers from Rwanda, Kenya, Malawi, Namibia, Somalia, South Sudan, Tanzania and Zambia.

 

The police senior command and staff course comprises three main components, namely a police professional career programme, master’s degree in peace studies and conflict transformation and a post-graduate diploma in strategic leadership and management.

Alfred Gasana, Minister of Interior, presided over the event and encouraged officers to use their new knowledge to solve law enforcement problems.

Minister Gasana stated, “Today, it is our turn to celebrate your achievements as much as your team spirit, commitment, resilience, and hard work without which you would have failed to complete this extremely demanding course.”

He added: “Peace and security in our countries depend on the amount of efforts deployed to prevent or disrupt crimes; minimize, manage or transform conflicts that are unavoidable in any human society.”

In attendance were also the Inspector General Rwanda National Police Dan Munyuza as well as his counterparts from Namibia and Somalia (Gen Sebastian Ndeitunga and Maj Gen Abdi Hassan Mohammed). Betty N. Timba is the Senior Assistant Commissioner for Zambian Police Service and Lt. General Mubarak Muganga is the Chief of Staff for the Rwanda Defence Force.

Minister Gasana stated that the Genocide against Tutsi in Rwanda was the culmination of long-standing unresolved issues such as divisionism, discrimination, exclusion, bad governance and impunity. 

He said, “In 1994 Genocide against Tutsi, have we seen how the promotion and implementation of individual security, unity reconciliation, fair justice, and good governance contributed towards social cohesion, peace towards rapid development.”

Minister Gasana stated that African law enforcement officers are participating in the “expression of African solidarity to find African solutions to African problems and build the Africa we want.”

Rafiki Mujiji, Commandant of the National Police College and Commissioner of Police, stated that the course required discipline and determination to reach the goals set by officers.

“Your positive attitude, hard-work spirit and discipline exhibited throughout the course have made today’s celebrations possible,” Mujiji said.

Professor Nosa Egiebor was the University of Rwanda’s acting Vice-Chancellor. He congratulated the graduates and encouraged them to become ambassadors for the institution that trained them.

Egiebor said, “As your move to your various duty positions to take on your professional duties as peace and security officer, you must remember the immense responsibilities you have to your people and society in order to provide exemplary leadership to the resolution of the contemporary conflict, security, and peace related challenges of our time.”

Veda, the CEO and President of the African Leadership University, is a new partner in the RNP Senior Command and Staff Course.

“We are fortunate to have a partner in Rwanda National Police. Pan-Africanism is what we do. We are grateful that you have given us this responsibility to deliver this leadership program. We consider you one of our most valued partners and look forward to a continuing journey together.

The best performing students were recognized. Senior Superintendent of Police Peter Mwale Kalaya, Malawi, was awarded the award for the best research paper. SSP Fatuma Hadidi Ali, Kenya, was named overall best student. SP Faustin Munyabarenzi, RNP, came in second place while Brig Gen Abraham Dut Deng Dut Dut Dut Dut Dut Dut Dut Dut Dut Dut Dut Dut Dut Dut Dut Du was third.
