The Kavango West Regional Council has spent more N$700,000 on the construction 48 pit latrines.<\/b><\/p>\n

The latrines were constructed with local materials such as reeds in four communities that are part of the Community-Led Total Sanitation project (CLTS).<\/p>\n

Each pit latrine is estimated at N$14\u00a0980.<\/p>\n

This information was revealed last week by Mpasi Haingura, chief regional officer.<\/p>\n

In the past, the government built pit latrines with brick walls.<\/p>\n

Haingura said that this was financially impossible.<\/p>\n

\u201cThe regional council now assists with the building of the foundation slabs and roofing, and lets the beneficiary decide what type of locally available material to use for the wall,\u201d he said.<\/p>\n

The Mpungu and Kapako constituencies each received 14 pit latrines, while Nkurenkuru got six.<\/p>\n

The facilities were built in the homes of certain beneficiaries, including elderly people and people with disabilities.<\/p>\n

Haingura stated that more pit latrines will be built at Mankupi and Ncuncuni as well as Musese, Tondoro, and Musese before the end of the financial year.<\/p>\n

President Hage Geingob launched the CLTS and Water, Sanitation and Hygiene projects (Wash) under the Harambee Prosperity Plan II.<\/p>\n

The project began in the 2021\/22 financial period with the goal of building 6 400 toilets before 2025 at a cost N$24million.<\/p>\n

Some community leaders and members are not happy with the construction of latrines made from local materials.<\/p>\n

Joseph Sivaku is the chairperson of Kavango West Regional Council’s management board. He stated that the Ministry of Urban and Rural Development instructed them last year to submit an action plan for the rural sanitation scheme for the 2022\/23 fiscal year.<\/p>\n

To roll out the program, the regional council was given N$1 538 000.<\/p>\n

48 toilets have been purchased at a cost of N$714 372 so far.<\/p>\n

The ministry has given instructions to officials from the regional council and rural services division, the Directorate of Water Supply and Sanitation Coordination, Ministry of Agriculture, Water and Land Reform, for them to create an activity plan to implement this project.<\/p>\n

The scope of work for this project was to construct the foundations of the pit latrines as well as erect toilet pots. <\/p>\n

The beneficiary is free to choose from the local materials what they want to cover the walls of their latrine.<\/p>\n

Local construction companies did the groundwork and were awarded tenders by the regional council.<\/p>\n

Sivaku is not happy with this spending because he claims the pit latrines get full quickly.<\/p>\n

He claims that this has led to many people being abandoned and residents turning to the bush. <\/p>\n

He was referring primarily to facilities built by the government in rural regions years ago. <\/p>\n

\u201cIf a pit latrine gets full, there will be a need to construct another one. What if we can come up with flush toilets to concentrate on residents who have water, or build toilets with septic tanks that can be emptied?\u201d Sivaku asked. <\/p>\n

Members of the community have taken to social networking to protest the project.<\/p>\n

Kupembona Kasoma a Nkurenkuru resident, is one of them.<\/p>\n

\u201cSomeone has to be held accountable. If this is true then some people will take our government for granted. What was the specifications and conditions for the award of this tender?\u201d he asked on Facebook. <\/p>\n

\u201cThis is really disrespectful and disregards our people’s dignity. These planners and engineers are playing with people,\u201d he said.<\/p>\n<\/div>\n
