{"id":49590,"date":"2022-08-10T00:56:41","date_gmt":"2022-08-10T00:56:41","guid":{"rendered":"https:\/\/www.africannewspaper.net\/2022\/08\/10\/urgent-action-is-needed-to-improve-africas-food-systems-african-business\/"},"modified":"2022-08-10T00:56:58","modified_gmt":"2022-08-10T00:56:58","slug":"urgent-action-is-needed-to-improve-africas-food-systems-african-business","status":"publish","type":"post","link":"https:\/\/www.africannewspaper.net\/2022\/08\/10\/urgent-action-is-needed-to-improve-africas-food-systems-african-business\/","title":{"rendered":"Urgent action is needed to improve Africa&#8217;s food systems &#8211; African Business"},"content":{"rendered":"\n<div data-poool=\"90\" data-poool-mode=\"hide\">\n<p>The meeting will take place in Kigali, Rwanda between 5-9 September. <a rel=\"nofollow noopener\" href=\"https:\/\/agrf.org\/\" target=\"_blank\">Africa Green Revolution Forum (AGRF)<\/a>, the continent\u2019s most influential gathering around Africa\u2019s largest economic sector \u2013 agriculture and food systems.\u00a0<\/p>\n<p>This year\u2019s AGRF is probably the most significant since the Covid-19 pandemic, which not only heavily affected the 2020 and 2021 editions of the AGRF, but also the 2021 UN Food Systems Summit. Covid-19 is a clear reminder that reforming our food system is essential. \u201cBuilding back better\u201d will not be enough; we need to rethink how we produce, distribute and eat food, and to do this, African political and business leaders must think and act differently, and be willing to set different agendas that transform their food systems.<\/p>\n<p>The <a rel=\"nofollow noopener\" href=\"https:\/\/data.unicef.org\/resources\/sofi-2022\/#:~:text=The%202022%20edition%20of%20The,shocks%2C%20combined%20with%20growing%20inequalities.\" target=\"_blank\">2022 <em>State of Food Security and Nutrition<\/em> report<\/a> paints an alarming picture of Africa\u2019s agri-food systems transformation efforts. Despite unprecedented efforts of African heads of state or government to drive regional change through country Comprehensive Africa Agriculture Development Programmes, (CAADP), the report shows that 35m more people were suffering from hunger in 2020 than in 2019, prior to the Covid-19 outbreak. An additional 15m will be affected in 2021.\u00a0<\/p>\n<p>The report further shows that 20% of Africa\u2019s population was facing hunger in 2021, compared with 9.1% in Asia. The population most affected by hunger has risen in Africa, compared to other continents. This is a serious concern and should concern everyone.\u00a0<\/p>\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\">\n<p>\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"https:\/\/flo.uri.sh\/visualisation\/10743449\/embed#?secret=PQASNTU8n6\" data-secret=\"PQASNTU8n6\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"580\"><\/iframe><\/p>\n<\/figure>\n<h2>Crises beset Africa<\/h2>\n<p>Africa faces other crises in the midst of the Covid-19 crisis.\u00a0<\/p>\n<p><strong>First:<\/strong>Increasing temperatures and changing precipitation patterns threaten Africa\u2019s food and water security. The El Ni\u00f1o-induced drought during the 2015-16 cropping seasons across the Southern African countries led to higher-than-normal temperatures and erratic and low rainfall. The 2019 floods that devastated the Horn of Africa, the invasion of desert locusts by Eastern Africa in 2019-20, and the looming climate-induced famine here in the Horn of Africa have all made Africa a hot spot for climate variability, climate impacts, and climate vulnerability.<\/p>\n<p><strong>Second: <\/strong>Around 2019, there came the rise in oil and gas prices \u2013 that saw a surge in crucial food commodity prices that saw an over 89% increase in price of major cereals and about a 109% in rise in fertiliser prices all just in 2 years.\u00a0<\/p>\n<p><strong>Third: <\/strong>The Russia-Ukraine crises is further escalating oil and gas prices, and increasing global food costs.\u00a0<\/p>\n<p>These crises have greater consequences and Africa and its leaders must take a different approach. We are now witnessing the largest cost-of-living crisis in a generation, and people\u2019s capacity to cope is diminishing.\u00a0<\/p>\n<p>Real incomes are falling and the countries\u2019 revenues and ability to respond are declining. These changes are pushing citizens and could possibly lead to social unrest in many countries.\u00a0<\/p>\n<aside id=\"icp-link-block_62f2ac6b6844f\" class=\"icp_internal_link mt-4 mb-4 \"><\/aside>\n<h2>We need to act immediately<\/h2>\n<p>The impact of these crises on existing vulnerabilities in Africa\u2019s agri-food systems could be heightened unless mitigating actions are taken now to safeguard Africa\u2019s food security and speed up the recovery of the agricultural sector.\u00a0<\/p>\n<p>This is the time for governments to consolidate and leverage existing structures, frameworks, and processes. They should also strengthen the CAADP process by adopting an integrated view of food system transformation that goes far beyond the current CAADP ambitions of agricultural growth and transformation.\u00a0<\/p>\n<p>National governments must adopt a holistic, integrated approach to food systems. We are starting to see some countries, such as Ethiopia, Ghana, Malawi, and Rwanda, making this shift in their food system plans and strategies after the UN Food Systems Summit. This is important because these crises have taught us a crucial lesson: food systems cannot be compartmentalized. Multi-sectoral and multistakeholder coordination will be vital in tackling future pandemics.\u00a0<\/p>\n<p>Many African families are feeling the pinch. The cost of a daily meal is becoming a major challenge for many households in Africa, as their household budgets shrink. FAO estimates that 53% of income from poorer households is spent on food, compared to 20% from richer households.\u00a0<\/p>\n<p>Poorer households spend 16% of their income on housing, while 4% goes on transport. Families are unable to send their children school and the poorest families, particularly women and girls, are the most affected.\u00a0<\/p>\n<aside id=\"icp-link-block_62f2ad9c68453\" class=\"icp_internal_link mt-4 mb-4 \"><\/aside>\n<h2>Turning crisis into an opportunity<\/h2>\n<p>There is a widespread belief that Africa blames the US and other Western European countries for the sanctions against Russia. This is because they are the ones responsible for Africa&#8217;s food insecurity. In fact, Africa is blaming itself for allowing itself to be dependent on the rest of the world for food imports \u2013 a phenomenon Africa can change.\u00a0<\/p>\n<p>Africa should use this opportunity to produce its own food, and export it rather than relying upon the rest of the globe for food imports. Ethiopia can, for example produce enough wheat to feed itself, rather than spending $0.7bn per year to import wheat from Russia, Ukraine, and Ukraine.\u00a0<\/p>\n<p>While we appreciate the short-term and long-term solutions being offered by international organizations such as the World Bank and the African Development Bank, African leaders should use this crisis as a wake-up call and opportunity to act differently.<\/p>\n<ul>\n<li>The complex African food system requires government support. This includes a dedicated and consistent oversight at the president or prime minister levels. They must be ready to make tough decisions, deal effectively with vested interests, inspire others, and set ambitious goals. It is not possible to achieve the desired change by continuing to do business as usual.<\/li>\n<li>It may be structurally difficult to redesign the agricultural public service system. Leaders need strong multidisciplinary local team members with the technical expertise and ability for speed implementation. A governance and operating model that rewards high performance culture and tracks progress with performance indicators and evaluation metrics that leverage scorecards, such as the <a rel=\"nofollow noopener\" href=\"https:\/\/au.int\/en\/caadp-toolkit\" target=\"_blank\">African Union\u2019s Biennial Review dashboard<\/a>.<\/li>\n<li>Africa&#8217;s leaders must accelerate intra-regional trade by implementing the African Continental Free Trade Agreement (Africa Continental Free Trade Agreement) and other regional trade agreements. This will not just increase and facilitate the movement food from surplus regions to deficit areas but also allow fertiliser to be moved around the continent to trade with the rest of the world.<\/li>\n<li>Leaders must create policy incentives to increase efficiency in supply chains, such as electronic-based and private sector-driven input subsidies and supply methods.<\/li>\n<li>African leaders must work with the government to support fiscal constraints and create stimulus packages to help consumers.<\/li>\n<li>Leaders in Africa must build and strengthen functional strategic food reserves to ensure that they are always ready to stabilize food prices and supply to support domestic policies. This is important for ensuring food safety in times of crisis.<\/li>\n<li>Lastly, we learned from a food systems perspective that leaders need to increase and increase investments in areas such climate adaptation, conservation farming, and regenerative agricultural to increase production in strategic food surplus-producing regions across the continent.
