Local, regional councils to gobble nearly two-thirds of ministry’s budget – The Namibian

City and rural improvement minister Erastus Utoni has stated over N$1,2 billion of his ministry’s N$1,9 billion price range for the 2023-2024 monetary 12 months will go in the direction of subsidising operations at regional, native and conventional councils.

The allocation is for the operational price range, with the remaining N$596 million earmarked for the event price range.

Along with recurrent operational bills of sub-national governments and recognised conventional authorities, Utoni stated the cash shall be used to fund different important actions.

These embody the finalisation of the revision and modification of the Council of Conventional Leaders Act of 1997 and its Modification Act 31 of 2000, in addition to the Conventional Authorities Act of 2000.

“The ministry and stakeholders have recognized inadequacies and challenges within the administration and the appliance of the 2 legal guidelines that govern the affairs of conventional leaders and conventional authorities,” he stated, including that the assessment and modification course of is underway.

In the meantime, N$487 million is earmarked for this programme, which entails budgetary allocations to native authorities, regional councils, and different position gamers to implement capital tasks, together with housing improvement at native and regional councils.

He stated the price range allocation “will end result within the development of and entry to primary municipal infrastructure and providers, in addition to enhancement of alternatives for scaling up the availability of housing, land tenure safety, and improved sanitation”.
